Bio

Diane K. Spicer has been the Supervising Attorney of Community Health Advocates since December of 2011. She manages and supervises a team of more than 10 helpline counselors and volunteers for CHA's toll-free helpline on all aspects of case handling, litigation and identification of systematic issues to inform policy advocacy.

Previously she worked with the Legal Aid Society's Health Law Unit for 10 years. Ms. Spicer's work with the Health Law Unit included representation of clients and training of advocates and consumers on a broad array of health law topics including eligibility and access to care for enrollees of publicly funded health insurance programs, especially for enrollees with complex health conditions, New York State Administrative Hearings and rights in managed care including grievances, appeals and external reviews.

She has participated in state-wide health policy discussions with government officials and served on the New York State Office of the Medicaid Inspector General (OMIG) Medicaid Managed Care Compliance Program Guidance Advisory Committee to assist OMIG with the development of model compliance guidelines for health plans.  She also served on the Medicaid Managed Care Advisory Review Panel.  She attended New York University, Rutgers University School of Law-Newark and was admitted to the New York Bar in January of 2008.
